Board of Directors
Nominations to the ASA of Baltimore Board of Directors are accepted in March, elections are held in April, and two-year terms begin on July 1. Executive Committee (Officer) terms are for four years: Secretary, Vice President, President, Immediate Past President, followed by an additional year as Second Past President. Executive Director and Secretary positions are paid staff, ex officio (non-voting) members of the board.

Cassie Pellegrini
Casie is an Account Manager for Clearsite Vacuum Excavation Services. She received a Bachelor's Degree in Business Communications from Towson University and has 13 years of experience in construction, specializing in equipment sales, safety training, logistics, outside sales, and business development. Casie values relationship-building and connecting industry professionals, companies, and organizations.

Justin Heddinger
Justin is the Vice President at Diversified Safety Services with over 15 years in the construction industry. Throughout his time in the safety industry Justin has developed a staff of safety professionals across the country to assist clients quickly and efficiently with Corporate Safety Policies, Site Safety Plans, Training, and Project Safety Management Staffing.

Sean Kirwan
Sean is the founder of Bonding Advisory, LLC, with over 18 years of surety experience, including underwriting and bonding, with a heavy focus in the Construction & Government Contracting arenas. Sean earned his Bachelor of Science degree in Management from Providence College and his Construction Management Certification from Drexel University.

Warren Quinn
Warren has been ASA's part-time "ED" since the fall of 2018, and started his private executive advisory practice in 2012, HUMANS AT WORK. He received his BA in Political Science from Hampden-Sydney College and his Juris Doctor from Emory University, and was Chief of Staff for the American Nursery & Landscape Association in Washington, DC, for 18 years. He lives in Kingsville and does not play enough golf.

Pam Delaney
Pam is an audit senior manager with SC&H Group and has been with the firm since 2004. She specializes in performing financial statement audits, reviews and compilations and employment plan audits for companies primarily in the construction and distribution industries. Pam spends her free time traveling or on the baseball and soccer fields watching her two boys play.

General Counsel
Bruce Kauffman
Bruce E. Kauffman’s construction practice concentrates exclusively on the representation of subcontractors and suppliers, and he frequently speaks to the construction industry. Mr. Kauffman counsels clients on the importance of risk management and subcontract negotiation to avoid unfavorable terms, achieve project profitability and protect against litigation. He has also successfully prosecuted numerous mechanic’s liens, payment bond claims, and related construction and commercial claims.
Mr. Kauffman also specializes in corporate and estate and trust law, and provides counsel to business owners, including matters such as employment contracts, structuring complex corporate transactions, and mergers and acquisitions.

Kyle Ball
Kyle is the Executive Director of Business Development at Cameron Group, LLC., the parent company of Cameron Building Envelope Specialists, Cameron Insulation, Cameron Roofing and Cameron Home Insulation. Kyle started at Cameron Group in 2012 as the Marketing Director and wears many hats today. He runs the commercial estimating department, the marketing department, operations for the roofing and wall panel division and is the liaison between Cameron Group and General Contractors regarding all commercial construction projects. When not at work, Kyle stays busy as a husband and the biggest fan for his two boys on the sidelines at soccer games and wrestling matches.

Leigh Rand
Leigh grew up as an Army brat and then graduated from University of Maryland. Married with two children, Leigh and her husband own two Fastsigns centers, one in Arbutus and one in Annapolis. She enjoys yoga, travel, hiking, skiing, volunteering and spending time with friends. She feels very blessed to have great employees who make each day an adventure!

Zach Rothfus
Zach is a Certified Professional Estimator, LEED Accredited Professional (BD+C) and is the Director of Estimating for TEI Construction. He earned his Associate of Applied Science Degree in Construction Management with Magna Cum Laude Honors from The Community College of Baltimore County. Zach’s professional career spans nearly two decades, all of which have been in commercial electrical estimating and project management. Zach was awarded the National ASA President of the Year for his service during 2021-2022.

Bobby Sigmon
Bobby Sigmon is the President of Sessa Sheet Metal, a sheet metal fabrication and installation company based in Baltimore, Maryland. With over 24 years of experience in the industry, Bobby has held various roles including apprentice, mechanic, foreman, draftsman, estimator, project manager, Vice President, and now President. Since joining the company in 2001, he has demonstrated a strong commitment to adaptability and team development, consistently evaluating new ways to enhance his team's performance. Under Bobby's leadership, Sessa Sheet Metal has been working on revitalizing the benefits of becoming an Employee Stock Ownership Plan (ESOP) company since 2009, fostering a collaborative and inclusive work environment. Bobby understands the importance of balancing a demanding career with family life, and as a father of three children, two of whom are student-athletes, he values a healthy work/life balance.

Ken Rehm
Ken graduated from Salisbury University with a Bachelors degree in Education, with a minor in History. Ken started his career at Skillforce in 2004 and is currently an Account Manager.

Richard Shaw
Richard is a Senior Client Executive with RCM&D, one of the largest independent insurance brokers in the country. He has 35 years of experience in working with construction and real estate clients in developing risk management and risk financing programs. He is a past president of ASA of Baltimore and is a frequent speaker at industry events. He is also an instructor at the BLocal Contractors College at Johns Hopkins.

Troy Brown
Troy S. Brown, Esq., has extensive experience litigating complex claims in state and federal courts across a diverse set of practice areas, including Corporate & Business Transactions, Commercial Litigation, Construction & Residential Real Estate Law, Intellectual Property, Employment Law, Estate Planning, Gun Trusts, “White Collar” criminal defense, and matters involving self-defense.
A Harvard Law alumnus, Mr. Brown joined Albers & Associates after founding his own practice, Brown Law Office LLC. Prior to his work as a solo practitioner, he served as Of Counsel for a Litigation and Government Investigation practice in Washington, D.C., an attorney in the Asset Management Unit of the U.S. Securities and Exchange Commission (SEC), an associate law professor at Michigan State University College of Law, and a visiting professor at Vytautas Magnus University Law School in Lithuania.
As a multi-jurisdictional practitioner, Mr. Brown is licensed to practice in state and federal courts in Maryland, the District of Columbia, and Georgia, as well as the U.S. Supreme Court. Mr. Brown is also a non-public arbitrator for the Financial Industry Regulatory Authority (FINRA).
In addition to his law practice, Mr. Brown serves as an adjunct law professor at City University of New York School of Law where he teaches Wills, Trusts & Estates and Torts. He also regularly provides training and presentations on business and corporate ethics to private clients and organizations like the Structural Engineers Institute of Maryland.
Respected by his peers, Mr. Brown was selected as one of the “Lawyers of Distinction” in 2021 and selected to join The National Black Lawyers “Top 100” in 2020. In October 2021, Mr. Brown was named a Fellow of the American Bar Foundation (ABF), a prestigious honorary society that recognizes attorneys, judges, law faculty, and legal scholars whose public and private careers have demonstrated outstanding dedication to the legal profession and the welfare of their communities, and which limits membership to just one percent of lawyers licensed to practice in each jurisdiction.

Luke Peters is a Project Estimator and Inventory Control Manager at Delta Contractors & Associates LLC, where he has worked since 2018. He has experience in construction estimating, procurement, and cost management. As a Member of the ASA Baltimore Chapter Board of Directors, he is committed to supporting industry innovation and collaboration.
