Legislative CommitteE

CHARGE:

  • Research construction laws in other states and develop recommendations for potential changes to Maryland laws (Legislative session runs from January to April)
  • Develop and execute strategy for legislative initiatives
  • Key issues include making “pay if paid” clauses unenforceable, retainage, unfair contract language, bid shopping, transparency of payments to GCs, insurance and bonding issues
  • Develop legislative and regulatory alerts (“Call to Action”) for distribution to ASA members
  • Support ASA National’s advocacy efforts in Washington, DC
  • Develop content and participate in ASA Connect: Community Action meetings to update the membership and encourage active support of legislative initiatives

Guidelines:

  • Meet Monthly October, November, December to prepare issues, discuss tactics
  • Meet Monthly January, February, March, April to review bills in play
  • Meet in May to review the year and prepare membership report
  • No meetings June-September (unless special project)
  • Special Projects – may require ad hoc meetings
