ASA Connect: Business Breakfast 10-21-25

“NON-TRADITIONAL LABOR SOURCES AND BEHAVIOR-BASED HIRING, EVALUATING, AND TRAINING”

The construction industry is experiencing a labor shortage due to increased immigration enforcement and a lack of young people entering the trades, and our culture has produced a “workforce” without a clue about the behaviors employers expect.  In this session we will talk about non-traditional labor sources and how to interview potential employees to better determine who has the desire to show up, learn a new skillset, and integrate with your corporate culture. 

Join representatives from Project JumpStart and Maryland Apprenticeship Connector in a session moderated by Warren Quinn, Executive Director of ASA of Baltimore and CEO of HUMANS AT WORK, to discuss:

  • How to work with Project JumpStart and Maryland Apprenticeship Connector to identify potential employees
  • Why your candidate interviews should focus on key behaviors rather than experience in the trade
  • How to identify the key behaviors you need your employees to follow
  • Post-hire: Measuring employees’ key behaviors and coaching to them

Yvette Diamond is a workforce development strategist and fractional COO dedicated to building strong talent pipelines and creating access to life-sustaining careers.

Yvette has been engaged with Project JumpStart since 2019, serving as an advisor, committee member, consultant and now Director of Operations. She has played a key role in shaping PJSI’s growth, from advancing its signature training program to supporting its expansion into new employer-driven initiatives.

With a background spanning operations, strategy, and community partnerships, Yvette is passionate about connecting underrepresented jobseekers to meaningful career opportunities while helping employers strengthen their workforce. Her work reflects PJSI’s mission: transforming lives, communities, and industries through clear pathways to success in construction and beyond.

As President of MCCEI Jenn Dewees ensures that careers in the construction industry are appealing, welcoming, and attainable for a diverse population.  Through her work with the Maryland Apprenticeship Connector (MAC), she champions apprenticeships as essential workforce drivers, bridging the gap between employers and career seekers.

Jenn has spoken for NAWIC, ABC, the modular industry, and ProCore.  She was named twice to the Daily Record Top 100 Women in Maryland, received the NAWIC Powerhouse Award, was recognized as one of Construction Dive’s Top 33 Women in Construction, and CREW’s Women of Influence, and has been featured on all three local network affiliates, the Afro-American, Baltimore Magazine, and Building Baltimore Magazine.   She also serves on several boards and is an active member of several industry associations.

As the CEO of HUMANS AT WORK, Warren provides private executive advisory, leadership and culture training, and organization development consulting in both the for-profit and trade association sectors.  He is the Executive Director of the American Subcontractors Association (ASA) of Baltimore, the Executive Director of the Harford County Contractors Association (HCCA), a CultureWise Licensed Consultant, and a Certified Practitioner for The Leadership Circle 360 Profile. In the exit planning space, Warren focuses on the business owner’s need to develop a new skillset to transition to their next phase of life.  As a speaker, his mission is to help others understand how positive, loving, professional relationships in the work environment contribute to business success and personal growth.

All ASA Connect events (except the Annual Meeting in June) are followed by an optional, members-only, attorney-moderated, confidential Business Practice Interchange (BPI) session to discuss upcoming or ongoing projects, people, pitfalls, and processes.
